Introduction

The Executive Agency for Higher Education, Research, Development and Innovation Funding  (UEFISCDI) is one of the main public body of the Central Administration under the ultimate authority of Ministry of  Education, Research, Youth and Sport (MECTS).

UEFISCDI reached the current status in July 2010, through GO nr.62/1999 approved with amendments by Law 74/2010 and GEO nr.150/2000 by merging three organisations with responsibilities for the management and administration of various programs in the fields of higher education,  research, development and  innovation: Executive Agency for Higher Education and  Research Funding (UEFISCSU), National Centre for Programme Management (CNMP), Management Agency for Research, Innovation and Technology Transfer (AMCSIT).

UEFISCDI  acts as executive agency for the following consultative councils with attributes in the fields of higher education, research, development and innovation of the MECTS: National Council of Higher Education Funding (CNFIS), National Council of Scientific Research (CNCS), National Council for Development and Innovation (CNDI), Advisory Board for Research, Development and Innovation (CCCDI), National Council for  Attestation of University Degrees, Diplomas and Certificates (CNATDCU), National Council of Higher Education Statistics and Forecast (CNSPIS), National Council of University Libraries (CNBU) .

UEFISCDI is the body implementing four out of  six programmes of the National Plan for Research Development and Innovation 2007-2013,  namely :

  • Human Resources (exploratory research)
  • Ideas (exploratory research)
  • Partnerships in Priority  S&T Areas (applied research)
  • Innovation (innovation and technology transfer)

The R&D Programme "Partnerships in Priority S&T Areas" is structured in nine thematic areas, similar to FP7:

  1. Information and Communication Technology
  2. Energy
  3. Environment
  4. Health
  5. Agriculture, food safety and security
  6. Biotechnologies
  7. Innovative materials, processes and products
  8. Space and security
  9. Socio-economic and humanistic research

 

Funding in industrial biotechnology

Industrial biotechnology projects could be  funded through  four thematic areas of the R&D Programme "Partnerships in Priority S&T Areas",  mainly:
Energy
Environment
Agriculture, food safety and security
Biotechnologies
The total budget of the programme "Partnerships in Priority S&T Areas"  is 125.M€ (10% -  Energy ; 14% - Environment ; 12% - Agriculture, food safety and security;  7% -  Biotechnologies).

Current and future national calls that include Industrial Biotechnology

During the second half of 2011 a new call for research proposals was launched for the programme „Partnerships in Priority S&T Areas”. The research projects which will be aproved for funding  are scheduled to start in 2012.
