Agentschap voor Innovatie door Wetenschap en Technologie

Introduction

The agency for Innovation by Science and Technology / agentschap voor Innovatie door Wetenschap en Technologie in Vlaanderen (IWT) is a governmental agency, established by the Flemish Government in 1991. Since innovation policy is a regional matter in Belgium, IWT is the key organisation for support and promotion of R&D&I in Flanders. IWT offers Flemish companies and research centers financial support, advice and a network of potential partners in Flanders and abroad. The agency also supports the Flemish Government in its innovation policy.

The total funding of IWT amounted to 300 million euro in 2009. The scope of existing funding programs is quite broad including industrial R&D projects, EUREKA-projects, feasibility studies and innovation projects for SME’s, support to industrial networks (sectoral research, technological advisory services, innovation stimulation), support to universities for strategic basic research (SBO), support to higher education engineering schools for technology diffusion actions (HOBU/TETRA), individual grants for PhD and post-doc research, support to universities for exploitation of their R&D-results and to larger “ad hoc “ initiatives as decided by the Flemish government. In 2010, about 350 industrial projects (R&D business projects and SME program) were funded for a total amount of circa 100 M€ of which approximately 30% is in the larger Life Sciences area.

IWT offers advice to Flemish companies, research centres and academic research groups (e.g. information regarding international funding programs (FP7), assistance in the preparation of FP7 project proposals, guidance in the innovation process, advice on IPR-issues and trans-national technology transfer). In addition, IWT coordinates regional innovation initiatives such as regional development agencies, technological advisory services, sectoral research centres, industrial federations, etc. Complementary to this bottom-up approach, specific ‘institutional’ competence centres are supported by the Flemish government (e.g. VIB (Flemish Institute for Biotechnology) and VITO (Flemish Institute for Technological Research)).
